Irish charities pay over €25 million a year in VAT to the State, a body seeking tax reform for charities claimed yesterday.
The Irish Charities Tax Reform Group (ICTRG) told the Oireachtas Committee on Finance that a considerable proportion of the money donated by the general public to charities ended up in Government coffers because charities had no way of reclaiming VAT.

ICTRG attended the Joint Oireachtas Committee on Finance and the Public Service to discuss VAT and Charities on the 8th November 2006. Richard Dixon (Chairman) made a short presentation followed by questions and answers from committee members.

Charities group to make case for VAT exemption

The Government's argument that charities must pay VAT under European Union rules does not stand up to scrutiny, a number of charities will today tell an Oireachtas committee.
Last month, Minister for Finance Brian Cowen said he could not offer charities any concessions because new exemptions were barred under 30-year-old legislation introduced when Ireland joined the EU.

The Dept. of Community Rural and Gaeltacht Affairs issued a press release and published the General Scheme for The Charities Regulation Bill 2006 on its website yesterday the 9th March 2005
On an initial reading it seems that most of the issues we raised with the Dept. have been addressed:
1. There will be a stand alone Charity Regulatory Body funded by government
2. Advocacy as an ancillary activity in pursuit of an organisations charitable purposes is permitted cf.Head 3 points 4 & 5
