The Irish Charities Tax Reform Group (ICTRG), which represents 150 of Ireland’s leading charities, welcomes a decision by the Government today to refund VAT on Live Aid Music Sales.

This VAT refund decision by Government will greatly enhance the capacity of Live Aid to support deserving projects in the developing world.

The decision by Government announced by Junior Minister Conor Lenihan today is an example of how Government can work in partnership with the charities sector.

Report reveals €18m VAT burden on Irish Charities

Irish Charities pay out more than €18m in unreclaimable VAT each year according to a new report from tax experts Ernst and Young. The comprehensive report was prepared for Irish Charities’ Tax Research Ltd and is based on the first detailed survey of the VAT burden imposed on the Irish charitable sector.

* The report demonstrates that VAT is a significant burden on Irish Charities costing the sampled charities €18million in 2001
* The VAT burden can be relieved by way of a Ministerial Order under Irish VAT law without contravening EU law

ICTRG seeks extension of tax relief on donations in the forthcoming Finance Bill 2003

ICTRG will be pursuing the changes set out in our pre-budget submission in the lead up to the publication of the Finance Bill 2003. We have called on the Minister for Finance to reduce the minimum qualifying donation from €250 to €100 and to extend the tax reliefs to cover gifts of non-cash assets such as shares, securities, property etc. We would urge you to raise these issues with your local TDs and Senators in the run-up to the publication of the Finance Bill in February 2003.

Budget 2003 adds to Charities VAT Bill

The rise in the lower rate of VAT from 12.5% to 13.5% in this year’s budget adds more to an already heavy VAT burden on charities and makes it even more imperative for us to achieve a VAT refund mechanism for the sector. Add to that the increase in stamp duty on cheques and credit cards and we can see that Budget 2003 is not exactly good news for the sector.
